Following major flooding caused by Storm Debby on August 9, 2024, Lafleur Street in Sainte‑Julienne sustained significant damage, resulting in the collapse of the Petite Rivière culvert and deterioration of the roadway.

The situation temporarily isolated several residences and required rapid intervention to safely restore road access.

The Municipality of Sainte‑Julienne mandated gbi to carry out the complete rehabilitation of the culvert and the affected road infrastructure. The mandate included the design of plans and specifications, a hydraulic study, cost estimation, and construction support services. The intervention had to be completed within a short timeframe, while addressing the constraints associated with a winter construction site in a watercourse environment.

Project specificities

The project involved the complete replacement of the existing culvert with a new structure designed to meet the hydraulic conditions of the watercourse and improve the infrastructure’s resilience to future extreme weather events.

The new culvert, measuring 2,750 mm by 1,525 mm and approximately 20 metres long, was custom-fabricated to allow installation within a confined workspace that limited equipment manoeuvring.

The work required careful management of the watercourse, including temporary flow diversion using pumps and a cofferdam, as well as dewatering of the work area to enable safe installation of the culvert. Construction carried out during winter conditions also represented a significant challenge, requiring adapted work methods and sequencing. These technical solutions made it possible to quickly restore traffic and ensure the long-term safety and durability of the infrastructure.
